David Bywater is Group President of Government Eligibility Services. He is responsible for the eligibility solutions ACS provides to the State of Indiana. He is also responsible for the company’s integration into Xerox Corporation.

Bywater joined ACS in 2003. He has served as:

• Managing Director, Provider and Indiana Eligibility
• Managing Director, Human Resource Services and Payer organizations
• Chief Operating Officer, HRO Solutions
• Senior Vice President, ITO International Operations.

Prior to joining ACS, Bywater was a senior manager for Bain & Company, a leading strategy consulting practice. He helped develop growth strategies and achieve operational efficiencies for companies across a variety of industries, including:

• Airlines
• Personal computers
• Publishing
• Manufacturing
• Telecommunications
• Professional services

Early in his career, Bywater spent several years on merger and acquisition work for FleetBoston’s Corporate Strategy & Development Group. He also served in a management consulting position with Monitor Company. 

Bywater holds the following degrees:

• Masters of Business Administration from Harvard Business School
• Bachelor of Science in Economics from Brigham Young University.
